Former Police Lieutenant Files Lawsuit Against City Hall

A former Peoria police lieutenant has filed another lawsuit against City Hall over an alleged racial discrimination incident from over three years ago. Marshall Dunnigan was passed over for promotion over three years ago, and has filed a lawsuit that alleges racial discrimination. The lawsuit was filed late last week in District Court in Peoria.
The lawsuit states that Dunnigan applied for the post of Captain in 2005, and was the only black applicant for the post. It goes on to accuse the authorities of racial discrimination because he was not selected. Unspecified damages are being sought, and the lawsuit also asks that the plaintiff be reinstated without any retaliatory action.
The lawsuit claims: “Marshall Dunnigan was the recipient of discriminatory treatment because of his race from the City in that he was passed over for promotion to the rank of captain on the City’s police department in favor of Caucasian applicants, who were less qualified or no more qualified than was he.”
The former Lt originally filed a complaint in 2006 with the Illinois Department of Human Rights, but an investigator that looked into the case could find no evidence of discrimination according to reports.
